Irene was downgraded to a Tropical Storm by the time the storm made landfall near New York City. Still packing winds near 65 miles per hour, Irene caused widespread power outages and flooding in New York and New Jersey. The National Hurricane Center reported a storm surge of 3.8 feet in New York Harbor and moderate-stage flooding at Battery Park in lower Manhattan near 8.6 feet.
